Awaab's Law damp and mould appAwaab's Law damp and mould case management for housing providers
Awaab's Law puts legal deadlines on how social landlords investigate and fix damp and mould. We build a case management app in your Microsoft 365 that tracks every report against its deadline, holds the evidence and keeps tenants informed.
The problem
Why this keeps going wrong
Awaab's Law applies to social landlords in England. Phase 1 came into force on 27 October 2025 for damp and mould hazards and emergency hazards, setting fixed timescales to investigate, tell the tenant what was found and start safety work, with further phases extending the requirements to other hazards. Many housing providers still track reports across a repairs system, spreadsheets, shared mailboxes and surveyors' notes. Deadlines are counted by hand, photos and survey findings sit in different places, and when a tenant, the Housing Ombudsman or the Regulator of Social Housing asks what happened and when, assembling the record takes days.
Signs you need this
- Damp and mould reports arrive by phone, email, web form and operatives, and are logged in different places
- Nobody can see at a glance which cases are close to an investigation or repair deadline
- Photos, moisture readings and survey notes are not attached to the case record
- Written summaries to tenants are drafted by hand and their dates are hard to prove
- Board and compliance reporting on damp and mould means a manual spreadsheet exercise
- Your repairs or housing management system does not track the new timescales on its own
How we solve it
The approach, step by step
The same consultant scopes, builds and hands over. You see working software in your own tenant every week.
Map your policy to the rules
We work through your Awaab's Law policy with your compliance and repairs leads: how reports are triaged, which timescales apply, how working days and exceptions are counted, and what evidence each stage needs. Requirements are checked against the latest government guidance, not assumed.
Build the case management app
A Power Apps case app records each report with the property, household vulnerability, hazard category, inspections, moisture readings, photos and actions. Staff and surveyors use it on desktop or phone, and every change is audited.
Automate deadlines and escalation
Power Automate calculates due dates for investigation, tenant summaries and safety work, sends reminders before they fall due and escalates to managers when a case is at risk, so deadlines are not counted by hand.
Tenant communication and evidence
Written summaries are generated from templates with the findings and planned works, sent and logged against the case. An optional Power Pages tenant portal lets residents report damp and mould with photos and see progress.
Compliance dashboard
A Power BI dashboard shows open cases, cases at risk, timescale performance, repeat properties and trends by area, for operational teams, the board and regulatory returns.

FAQ
Awaab's Law damp and mould: common questions
What does Awaab's Law require from social landlords?
Awaab's Law requires social landlords in England to investigate and fix certain hazards within set timescales. Phase 1, in force since 27 October 2025, covers damp and mould and emergency hazards, including investigation, a written summary for the tenant and starting safety work. Further phases extend it to other hazards, so check the latest government guidance.
When do the later phases of Awaab's Law apply?
The government has set out a phased approach, with later phases extending the requirements to a wider range of hazards in 2026 and 2027. Dates and scope can change, so check the latest government guidance. We design the app so new hazard types and timescales can be added as configuration, not a rebuild.
Can this work alongside our housing management or repairs system?
Yes. Most providers keep their existing system for repairs orders and use the case app for the Awaab's Law workflow. Where the system has an API or Power Automate connector, cases, properties and job updates can be synchronised. We confirm what is possible on the scoping call.
Can tenants report damp and mould online?
Optionally, yes. A Power Pages portal can let tenants report damp and mould with photos, receive a reference and see progress. It writes straight into the same case records your staff use. Power Pages is licensed separately, so we include the cost in the proposal.
How much does an Awaab's Law case management app cost?
A focused damp and mould case app usually fits our Spreadsheet-to-App package from £6,500 excluding VAT. A tenant portal, integrations or a wider set of hazards add to that. The fixed price is agreed in writing after a free scoping call.
