Estimated monthly cost

£190

per month, about £2,280 a year, excluding VAT

Per-app licensing looks cheapest because each user needs only 2 apps. If that number is likely to grow past three or four, Power Apps Premium per user usually overtakes it.

Pay-as-you-go needs an Azure subscription. Standalone premium flows, Dataverse capacity beyond your entitlement, AI Builder and Power Pages are licensed separately. Explainer

How Power Platform licensing works

The short version, in plain English. Microsoft changes the details from time to time, so treat this as orientation and check current terms before you buy.

What Microsoft 365 already includes

Most Microsoft 365 business and enterprise plans let people build and use canvas apps and flows that connect to standard services such as SharePoint, Outlook, Teams and Excel. If your app stores data in SharePoint lists and only uses standard connectors, you may not need any extra licences at all.

When you need premium

Premium licensing is needed when an app or flow uses Dataverse, premium connectors such as SQL Server or HTTP, custom connectors, or on-premises data through a gateway. Model-driven apps always need premium because they run on Dataverse. Every user of a premium app needs to be covered, not just the people who built it.

Per app, per user or pay-as-you-go

Per-app licences cover one user for one app and suit people who need one or two apps. Power Apps Premium per user covers unlimited apps and tends to win once a person needs three or four. Pay-as-you-go bills through Azure only for people who open an app in a given month, which suits occasional or seasonal use but makes costs vary.

Copilot Studio and AI

Copilot Studio agents are usually billed by consumption, either through prepaid capacity packs or pay-as-you-go. How many credits a conversation uses depends on whether it gives generative answers, runs actions or follows scripted topics. Some usage is included for people with Microsoft 365 Copilot licences. AI Builder is licensed separately again.

FAQ

Licensing calculator questions

How accurate is this calculator?

It gives a first estimate from list prices at the time of writing (October 2026). Real costs depend on your Microsoft agreement, any discounts, annual commitments, existing entitlements and how Microsoft changes its plans. Use it to compare options, then confirm current prices before buying.

Is Power Apps included in Microsoft 365?

Partly. Most Microsoft 365 plans include the right to use canvas apps with standard connectors such as SharePoint. Premium connectors, Dataverse and model-driven apps need a Power Apps Premium, per-app or pay-as-you-go licence.

When is per user cheaper than per app?

As a rule of thumb, once a person needs three or four premium apps, a per-user licence usually costs less than buying a per-app licence for each one. The calculator shows the crossover for your numbers.

Do Power Automate flows need their own licence?

Flows that run in the context of a licensed Power App are generally covered by that app's licence. Standalone flows that use premium connectors need Power Automate Premium or a process licence. We check this as part of a licensing review.

Do you take a margin on licences?

No. You buy licences directly from Microsoft or your existing reseller. We only charge for advice and build work, so the recommendation is not influenced by what we would earn.
