The short answer
Copilot Studio is usually the stronger choice when you want an agent that answers from your own SharePoint and Microsoft 365 content, respects existing permissions, lives in Teams and takes actions through Power Automate under your Power Platform governance. ChatGPT's business plans are a strong general-purpose assistant for individual staff who write, analyse and research. They solve different problems, and many organisations reasonably use both.
The real question is usually not which AI is smarter, but which one can safely reach the data and systems the job needs, and who controls that access.
Side-by-side comparison
| Factor | Copilot Studio | ChatGPT (business plans) |
|---|---|---|
| What it is | A platform for building agents with your knowledge, topics and actions | A general AI assistant for individuals, with shareable custom GPTs |
| Grounding in your data | SharePoint, Dataverse, websites, files and connectors you choose per agent | Uploaded files, custom GPT knowledge and connectors to services such as SharePoint, depending on plan |
| Respects Microsoft 365 permissions | Yes, with user authentication, SharePoint results follow each user's access | Depends on the connector and how it is configured |
| Where people use it | Teams, Microsoft 365 Copilot, websites and other channels | ChatGPT web, desktop and mobile apps |
| Taking actions | Power Automate flows, 1,000+ connectors, custom APIs | Actions in custom GPTs and connectors, configured per GPT |
| Governance | Power Platform admin center, environments, DLP policies, Entra ID, Purview | Workspace admin console, SSO and controls that vary by plan |
| How it is billed | Usage-based Copilot Credits via capacity packs or pay-as-you-go | Per-seat subscription per user |
Two different jobs
ChatGPT is an assistant that a person talks to. On its business plans (ChatGPT Business, previously called Team, and ChatGPT Enterprise at the time of writing) staff get a capable model for drafting, summarising, analysing data and brainstorming, plus the ability to create custom GPTs shared within the workspace. OpenAI states that business plan data is not used to train its models by default. Check OpenAI's current plan details, because features change frequently.
Copilot Studio is a tool for building agents. An agent has a defined purpose, a set of knowledge sources, structured topics for common requests and actions it can take, such as logging an IT ticket or checking an order. It is published to a channel, usually Microsoft Teams, and staff use it without needing to know how it was built. Our HR and IT policy agent is a typical example.
Put simply: ChatGPT makes individuals more productive at general tasks. Copilot Studio automates a specific conversation your organisation has over and over.
Data grounding: where answers come from
For business questions, the quality of an answer depends on the sources behind it. Copilot Studio agents are grounded in sources you choose for that agent: specific SharePoint sites, Dataverse tables, public web pages or uploaded files. With user authentication, SharePoint results follow each person's existing permissions, so the agent will not surface a document the user could not open themselves. Answers include citations back to the source.
ChatGPT can also work with your content: users can upload files, custom GPTs can hold knowledge files, and OpenAI offers connectors to services including SharePoint and other file stores on business plans. That works well for personal or team research. For an organisation-wide agent that must give consistent, cited answers from approved documents, the per-agent source control and permission trimming in Copilot Studio is usually easier to govern.
Microsoft 365 integration
Copilot Studio is part of Power Platform, so it uses the same identity, connectors and Power Automate flows as the rest of your Microsoft estate. An agent can look up a record in Dataverse, start an approval, create a Planner task or post to a Teams channel with no separate integration layer.
ChatGPT is a separate service. Its Microsoft connectors are useful, but each one is configured and governed in OpenAI's workspace rather than your Power Platform admin center. If you already use Microsoft 365 Copilot, note that it is a third option: a general assistant inside Word, Outlook and Teams that works over your Microsoft 365 data, and Copilot Studio agents can be published into it.
Governance, security and compliance
Copilot Studio agents live in Power Platform environments. Admins control who can build and publish agents, which connectors are allowed through data loss prevention policies, which authentication is required and which channels agents can be published to. Activity can be audited through Microsoft Purview. Agents run in the geography of your environment, which for UK tenants is typically the United Kingdom.
ChatGPT business plans include an admin console, user management and, on Enterprise, SSO and further security controls. OpenAI has introduced data residency options for some business customers; check whether UK or EU residency applies to the plan you are considering. Whichever you choose, write an AI use policy and decide which data staff may paste into any assistant.
Which should you choose?
Choose Copilot Studio when
- You want one agent that gives consistent, cited answers from approved documents
- Answers must respect SharePoint permissions user by user
- The agent should take actions in Microsoft 365 or line-of-business systems
- IT needs central control through Power Platform governance
Choose ChatGPT when
- The goal is personal productivity: drafting, analysis and research
- Staff need a general assistant more than a specific business process
- Microsoft 365 is not your main platform
- You want per-seat pricing that is easy to forecast per person
Cost considerations
The two are billed in different ways, which makes like-for-like comparison hard. Check current pricing with Microsoft and OpenAI before deciding.
- Copilot Studio: usage is billed in Copilot Credits, bought as prepaid capacity packs or through pay-as-you-go. Each agent response consumes credits depending on what it does, for example a generative answer costs more than a scripted reply. Some usage is included for users licensed for Microsoft 365 Copilot. Staff using a published agent in Teams do not each need a Copilot licence.
- ChatGPT business plans: a monthly or annual fee per user. Cost scales with headcount rather than with how much each person uses it.
- Rule of thumb: a single agent used by many staff for a narrow job often suits usage-based billing. A general assistant used heavily by a smaller group often suits per-seat billing.
Our 2-Week Proof of Value from £4,950 builds a working Copilot Studio agent on your own documents, with a consumption estimate, so you can compare real costs before committing. See Copilot Studio consultancy for how we approach agent builds.
Moving from custom GPTs to a Copilot Studio agent
If a custom GPT has become something the whole organisation relies on, moving it into Copilot Studio is usually straightforward:
- Reuse the instructions: the GPT's instructions are a good starting point for the agent's instructions, adjusted for tone and hand-off rules.
- Move knowledge to SharePoint: replace uploaded knowledge files with a SharePoint library that has an owner, versioning and the right permissions.
- Rebuild actions as flows: GPT actions become Power Automate flows or connector actions with service account connections.
- Test with real questions: build a test set from what people actually asked the GPT, and compare answer quality before switching.
- Publish and retire: publish to Teams, then retire the GPT so there is one source of answers.
A good scoping call should be willing to tell you the other option is the better fit. If it is, you will hear that on the first call.
